One immediate opening with the Library in Visalia. Vacancy in Library is for the II level. This recruitment will establish an employment list to fill current and future vacancies at both the I and II levels. The anticipated life of the list is six months.
Typical Duties
Assist department employees by assessing problems associated with desktop computers and other electronic devices, diagnosing malfunctions, and performing corrective action or arranging for repair; provide technical assistance to department staff in the use of computers, telecommunications, and other automated operational systems; assist operations staff by initializing program functions; maintain software, hardware and related components; relocate and install system hardware; install, load and test new software; maintain system security by adding/deleting users, changing passwords, assigning user access and establishing user files on desktop computers; establish connectivity to local area networks, printers, print queues and print servers; assess, analyze, and repair local area network connectivity problems; load print drivers and ensure connectivity for print jobs; maintain up-to-date records on software and equipment usage, performance and response time; maintain departmental equipment and supplies inventory; contact vendors for consultation and assistance with system problems, malfunctions and failures; update automated records to document system status and repair actions; prepare reports and correspondence.
Additional duties for positions in the Library: Travel to Tulare County branches as needed to troubleshoot or install automated equipment and software; assist with public instructional classes on the use of PC’s, Internet, and other software applications; duties may include the tasks of Library Assistant I/II including circulation of materials, processing, and other related library tasks.
Minimum Qualifications
Education/Experience - Any combination of education and experience that would likely provide the necessary knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities would be college coursework in Computer Science or a related field AND one year of experience in the maintenance of local and/or wide area networks. The II Level requires two years of experience in a complex local area network environment.
Knowledge of - Principles of office automation systems; computer terminals, and computer hardware and software; computer operations system commands, terminology and procedures; procedures and techniques used in the diagnosis and repair of computer equipment and related components; availability, capabilities and limitations of micro-computer packaged software including techniques for using manufacturer's software packages.
For Library positions: Knowledge of Windows based operating systems including Windows 2000 and Windows XP, including a knowledge of Windows security procedures and practices; PC support practices including virus protection, re-imaging, and backup systems; peripherals, including printers, USB devices, and telecommunications equipment.
Skill/Ability to - Analyze data and system malfunctions, recognize problems, draw logical conclusions and develop an effective course of action; read, comprehend and interpret complex technical reference and training manuals and procedures; effectively communicate complex, technical and non-technical concepts and instructions to users; follow oral and written instructions; prioritize work assignments and work under pressure of deadlines.
For Library positions: Ability to install and uninstall software applications. Skill to work with the public in a friendly and courteous manner; give and follow verbal and written instructions; establish rapport and effective working relationships with other staff members.
Other Requirements for Library Positions – Ability to lift 25 pounds; Possession of a valid Class C California Drivers License.

Conditions of Employment Candidates selected will be required to pass a pre-employment drug and alcohol screening. For some classifications, a physical exam will be conducted to ensure the applicant's fitness for duty. This process may include a physical ability and/or ergonomic assessment. Additionally, a background investigation may also be conducted.

Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave: 12 set days and 1 personal holiday.
Vacation Accrual
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave. Sick leave buy back program after 3 years of service.
Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company

Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation: A voluntary deferred compensation plan is available.
