Binary Blue is seeking Data Science Specialist(s) for our public sector client in Rockville, Maryland.
Responsibilities
- Data Scientists will be expected to coordinate with Office of the Chief Operating Officer section managers including, but not limited to, budget, fiscal, contracts, and human resources to identify data requirements and data analysis needs that best provide information to facilitate data driven decision making for Department contracts, budget, human resources, and other Department operations.
- Participates in or designs data analytics projects using qualitative and quantitative investigative techniques, fact finding methods such as interviews, performance evaluations, statistical analysis, surveys, site visits and observations.
- Conducts increasingly complex studies and analyses of datasets to uncover performance trends using a wide variety of tools and systems including business intelligence software, customer relationship management software, geospatial mapping software, open data platforms, statistical analysis applications, data integration and manipulation tools and techniques.
- Establishes performance metrics and works with departments to identify problem areas and potential solutions.
- Develops or participates in the development of logical business models, relational databases and other data repositories.
- Synthesizes and communicates complex ideas and information to department managers and program managers and other staff and program stakeholders by developing user friendly presentations, dashboards, applications, online performance metrics and reports.
- Advises management on organizational and operational performance trends, challenges and issues during regularly scheduled meetings.
- Develops presentations and facilitating meetings with diverse audiences.
- Makes recommendations to management to include options and alternatives to improve policies and programs in a fiscally responsible manner.
- Ongoing analysis and reporting of data related to the Department’s budget (proposed spending, actual expenditures, seasonal trends, etc.), human resources (vacancies, separations, turnover trends, etc.), contracts (performance and outcome measures, budgets and budget modifications, equity in contract awards, etc.), and other Department operational data analysis that will inform decision-making.
- Create data dashboard that includes data analyses that show program impact and guide decision making related to the budget and contracts. Keep dashboard up to date as new data becomes available.
- Create a data dashboard that visualizes human resources data for hiring managers and other Department leadership. Keep dashboard up to date as new data becomes available.
- Assist Department leadership to identify data analytics needs and where trends may help with programmatic scope and budget decisions.
- Regular progress reporting
- Weekly project status reports.
- Various manager briefings as requested/required.
- Status reports for staff associated with various specific projects and initiatives.
- Special Projects Delivering Infrastructure Changes
- Research best practices in data driven decision making.
- Develop an action plan for implementation of a comprehensive data driven decision making process across OCOO sections.
- Schedule and attend various working sessions to determine training needs for data driven decision making.
- Track and guide the project through execution.
Qualifications
- Bachelor’s degree in Computer Science, Epidemiology, or Statistics
- 3 years of experience analyzing data to support ongoing data analysis, data reporting, visualization of data, data literacy, and data driven decision making efforts.
- Data Analysis, Statistical Modeling, and Machine Learning
- Programming: Python and R
- Virtualization: Tableau and Power BI
- Use of Industry or Government operations data: Budgets, Contracts, Human Resources
