Job Description
GENERAL PURPOSE
Works under the supervision of the Division Manager, employee is responsible for assisting engineers and inspectors in solving technical problems related to the construction and operation of public infrastructure in accordance with the City's design and construction standards for infrastructure.
SUPERVISION EXERCISED
Employee has no supervisory responsibilities.
Essential Duties
Core Competencies
STORMWATER
- Ensures that infrastructure and facilities are in compliance with the City's master plans, applicable standards, and specifications.
- Assists with the maintenance and monitoring of the City’s TPDES Program; assist in implementing new features of the Program as required by new regulations.
- Compile data, reports, forms, and information required to prepare reports, memoranda, etc. for submission to submit to State and other regulatory agencies.
- Assist in reviewing work plans and reports related to Best Management Practices, watershed monitoring, and storm water system TMDL requirements.
- Disseminate TPDES program related information to staff and the general public.
- Maintain comprehensive program performance reports and other related reports such as bid documents, purchase orders, permits and other related documentation.
- Coordinate public education and community activities related to TPDES program.
- Works as a documentation specialist for the team. Tasks include, but not limited to scanning, downloading, and uploading files, and saving to the computer server as well as preserving print copy documents following provided guidance and City policies.
- Reviews ROW construction permit application and floodplain flood plan development permit application for compliance with codes, regulations, and standards; reviews adequacy of permit applications.
- Visits construction site, if required. Visits area of concern, if directed, and provides written observation accordingly.
- Utilizes GIS, CAD, and Bluebeam to draft detailed dimensional drawings and maps to support the Stormwater Utility.
- Coordinates with outside agencies.
- Receives and responds to phone calls and e-mails from applicants and citizens, as needed. Communicates with appropriate city staff to address pending matters.
- Performs administrative supportive tasks, as directed.
- Performs simple mathematical functions. and simple algebraic equations.
- Assists in reviewing and updating of the City's construction standards. Under supervision of City Engineer, responds to public or other inquiries relative to City Code of Ordinance, engineering policies, and procedures on specific projects.
- Conducts research on assigned topics/matters.
- Prepares memorandums and reports for review by others.
- Prepares and/or reviews draft or final legal documents and agreements.
- Attends meetings as required.
- Serves as a member of various employee committees, as assigned.
- Performs other duties as assigned.
Required Minimum Qualifications
Education and Experience:
- Associate Degree in Civil Engineering Technology, Environmental Engineering, Water Quality, Construction Management, Engineering, Environmental Science, or similar scientific degree program; and
- One (1) year of previous work experience as a Civil Engineering Technologist project permit coordinator or work experience in any capacity in the Engineering, Public Works, or Planning and Development Services department of any City/County/Public Agency or specific related work experience.
- Any equivalent combination of education and experience.
Knowledge, Skills And Abilities
- Working knowledge of design or construction principles, practices, and methods.
- Working knowledge of applicable City policies, laws, and regulations affecting Division activities.
- Functional knowledge of engineering related computer applications such as CAD systems, GIS, and modeling software.
- Ability to use MS Office programs such as Word, Excel, Access, PowerPoint, Outlook, and Teams.
- Skill in operating general office tools and equipment.
- Ability to communicate effectively, orally and in writing, with employees, consultants, and the general public.
- Knowledge of process and requirements related to the TCEQ General Stormwater Permit and Erosion Control.
- Ability to conduct necessary engineering research and compile reports.
- Maintains regular and punctual attendance.
- The Engineering Technician must be collaborative and a team player. The staff must work to implement the vision and goal set up for the organization and the department. An attitude to serve the Citizens and assist any applicant is required.
- This position requires effective time management. The successful candidate will be articulate, with professional presence and possess planning and organizational skills.

Special Requirements
- Must have a valid driver’s license by date of hire.
- Must obtain and maintain a Texas Driver’s License within 90 days of hire.
- Physically be capable of moving about on construction work sites and under adverse field conditions.
Tools and Equipment Used
Personal computer including word processing, spreadsheet, database, computer-aided-design software, geographic information system software, motor vehicle, phone, mobile radio, and appropriate safety measuring and sampling equipment as necessary.

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate drafting instruments, computers, and various pieces of office equipment.
While performing the duties of this job, the employee is occasionally required to stand, walk, use hands and fingers to handle, feel, or operate objects, tools, or controls, and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk and hear; and smell.
The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee occasionally works in outside weather conditions. The noise level in the work environment is usually quiet to moderate.
