ASSYST is seeking a Business Analyst for our client in Austin, TX. The Business Analyst will be responsible for performing advanced business analysis to support the planning and implementation of a metadata library project. This role will assist the Office of Data Governance (ODG) and Information Technology (IT) teams, along with other programs across the agency, in developing and implementing standardized documentation of business and technical metadata for all agency data in data governance tools.

Key responsibilities include:
- Reviewing, analyzing, and evaluating business systems and user needs, ensuring systems align with overall business strategies.
- Formulating systems to improve business effectiveness through technology.
- Applying industry-standard business process mapping and reengineering techniques.
- Preparing solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc.
- Writing detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
- Planning, monitoring, and reporting on program engagement and progress toward fully documenting a metadata library.
- Working directly with public health program staff on a daily basis, requiring clear verbal and written communication with stakeholders.
- Assisting with data governance priorities as needed and managing change related to technology and business processes.
Minimum Requirements:
- Experience in data governance or data management, or in a related area as a business analyst.
- Experience working directly with program/business staff to implement technical solutions.
- Proven ability to engage with and prepare verbal and written communications and presentations for non-technical staff.
- Experience guiding stakeholders in managing change related to technology and business processes.
- Experience working with cross-functional teams.
- Experience documenting business and technical metadata.
- Familiarity with Informatica data governance tools (Axon, Enterprise Data Catalog, and/or Informatica Data Quality).
- Experience working with public health program areas or data assets.
